Referendum Progress Report • Winter 2026

In May 2018, Avon-Washington Township voters approved an Operating Referendum to support our students. In November 2025, voters renewed their support, allowing Avon Schools to continue building on the success we have experienced since 2018. Scroll down to see the entire report. Tax Rate

Voters approved a $0.33 maximum rate in 2025 and district leaders have continued to honor their pledge to only use the rate required to fulfill referendum promises. The 2026 referendum rate is set at $0.31, two cents below the voter-approved rate.

SEA 1 Impact

Senate Enrolled Act 1 reset Indiana’s local tax rates, which were already among the lowest in the nation. SEA 1 gives homeowners an additional 10% tax credit (up to $300) over and above 1% tax cap savings, which has been in place since 2010. 3 Promises

Since 2018, Avon’s district and school leaders have exclusively used referendum funds to fulfill three promises.

Small Class Sizes

Students learn best when they have smaller classes, more high-quality interactions with teachers, and more direct attention.

More Student Supports

Continuing Our Success Story

Each dollar provided by the operating referendum remains close to the classroom, directly impacting the educational experience of all Avon students. Here’s how referendum promises are being kept.

Small Class Sizes

We maintain small classes because we are able to hire additional teachers with funds provided through the referendum.

More Student Supports

We are able to provide vital student supports thanks to referendum funding.

Competitive Teacher Pay

Referendum funds help us attract and retain excellent educators in a competitive market.

Avon’s starting and top educators place 2nd and 6th in comparison to eight similar Indy-area school corporations.

Highlights: Funds enable us to provide full-time related arts teachers, instructional coaches, and school counselors in all elementary schools. Special education teachers and counselors serve smaller caseloads. Middle schools all have full-time band, choir, and orchestra teachers. Additional specialists serve our growing multilingual learner population. An internship program serves over 100 students at AHS.

ILEARN State Rank

In 2018 the % of students passing both English-Language Arts and Math on Indiana standardized tests fell to its lowest point. The community passed the referendum that year and Avon is now consistently ranked in the top 10% of Indiana's 292 public school corporations.

SAT State Rank

Since 2023 the state has used SAT scores as a measure of academic success, and AHS students have been in the top
10% of Hoosier public high schools. AHS now has the
13th highest % of students achieving scores that place them in the 'College Ready' category on both portions of the test. Across the nation, this standardized test is used for college-bound students but in Indiana all students are required to take it.

Helping ALL Learners Succeed

The percentages of Avon Students who are multilingual learners (19.0%) and students receiving special education (18.3%) and free/reduced lunch (50.3%) services have grown rapidly. Thanks to the community’s support, we have been able to improve our academic rank while also meeting the needs of all students.
