What is ESSER?

In 2020 and 2021, the US Congress passed three stimulus bills referred to as the Elementary and Secondary School Emergency Relief (ESSER) Fund.

The purpose of ESSER Funds in general is to award subgrants to local educational agencies (LEAs) to address the impact that COVID-19 is having on elementary and secondary schools.   ​​Of the total amount allocated to an LEA from the State’s ARP ESSER III award, the LEA must reserve at least 20% of funds to address learning loss through the implementation of evidence-based interventions and ensure that those interventions respond to students’ social, emotional, and academic needs and address the disproportionate impact of COVID-19 on underrepresented student subgroups. Remaining LEA funds may be used for a wide range of activities to address needs arising from the pandemic.

The following information is provided to demonstrate how Avon Schools is using ESSER funds.

ESSER I

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed in March, 2020, and included provisions for the ESSER Fund (ESSER I).

  • Total allocation: $363,621.19
  • Equitable share (for non-public schools): $18,595.15
  • Liquidation date: 12/15/2021
  • Suggested Uses: Remediation, Technology, Cleanliness, Mental Wellness
  • Status: 90% of dollars were allocated as of July 31

ESSER II

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) was passed in December, 2020, and included supplemental ESSER funding (ESSER II).

  • Total allocation: $1,804,770
  • No equitable share for non-public schools
  • Liquidation date: 9/30/2023
  • Suggested Uses: All ESSER I Activities plus Improve Air Quality and Accelerated Learning

The American Rescue Plan Act (ARP), passed in March, 2021, included additional ESSER funding (ESSER III).

  • Total allocation: $4,053,256
  • No equitable share for non-public schools
  • Liquidation date: 9/30/2024
  • Suggested Uses: All ESSER I Activities plus Improve Air Quality and Accelerated Learning
